eBay is a community. A huge, grossly dysfunctional community, but a community nonetheless. eBay is also a company. As a company, it has neither the resources nor the expertise to track down cases such as the OP posted. Therefore, it is up to the community to police itself.
Keyword spammers are playing unfair. They tread on others' trademarks, and make searches less useful. If you're searching for PCGS slabs, it doesn't help at all for NTC slabs to show up.
Yes, we can't catch them all. Yes, reporting them to eBay often yields limited results. Yes, we need to get a life. But if none of this floats your boat, you're free to bugger off to one of the other hundreds of threads on this board.
