Starting bid $1; BIN $11,500?????

Some ebay sellers I just don't understand. Why bother starting an auction at $1 with RESERVE and then have BIN at $11.5K? He probably paid more for the RESERVE amount than if he started the auction at $5k and let it be a real auction.

How does that work? How much did he have to pay for the reserve amount to be included in the listing?
    Quis custodiet ipsos custodes?

are the coins worth the bin price?

Don't know. It's from the SS Central America Shipwreck.

    Insertion Fee $1.00 – $9.99 = $0.35
    Insertion Fee $500 or more = $4.80

Reserve Fee $200.00 and up = 1% of Reserve Price (up to $50)

    BIN Fee $50.00 or more = $0.25

The fact that the coins have the CSA die break should add a moderate premium, but I think the BIN is still a bit excessive.
