In the second, my guess is the scan is hiding a good amount of chatter (ok, I can just about guarantee that) and and a few bidders think there's a 66 hidden in that slab, so are willing to pony up for it. They're in for some disappointment.
Perhaps one of them has a bidding war. Did you ever see a coin that you just had to have no matter what? no matter how much it cost? you weren't going to let someone else have it because..WELL--you just had to have it? When this happens with two bidders on the same coin look out as rediculous unexplainable bids often result. They may think it is undergraded and a bargain or perhaps see a variety they may need.
