I'm guessing Arados in Phoenicia - if that's not it,, I'm close.

Check out the bronzes about half way down the page.
If it isn't it, look at the other mint cities in Phoenicia. Greek mints
If you rotate the right picture (the reverse) 90 degrees to the left, you can clearly see a humanoid figure at top centre. What he/she is standing on is ambiguous on your coin, but this one from the Wildwinds site is a pretty good matchup. If other Phoenician mint-cities in the area issued similar coins, the only way to tell would be the mint-name in Aramaic at the bottom, and that's mostly gone from yours.
Next question: where did you get it? If the answer is "Some guy in Lebanon sold it to me when I visited there", then sadly it's most likely to be a copy, made for and sold to tourists. The overall bubbly appearance could be a sign of unfortunate burying conditions and/or harsh cleaning, but it could also be a sign it's a cast copy.

Apparently I have been awarded the DPOTD twice.
I recieved it from a coin dealer as compensation for having send me wrong coins when I ordered from him. He dont generaly deal with ancients and thus didnt know what it was either.
