Way to heavy to be a lure, more in line as a slab runner, not shiny enuf to draw the type of fishies that I would use her for,that hook as useless as well.

The way it's hanging, it does seem like something used to fish, but that's probably not it.

Yellowstone National Park Rangers now check random camps for these.
They consider it an unfair advantage in buffalo fishing.
