Ebay Advice
I bought this coin on Ebay about a week ago. When I received the coin, I didn't particularly like it because it had so much junk around the devices. He had stated in the listing that there was some toning on the coin, which is normally AOK by me. From the scans, it really didn't look like anything significant at all.
I emaliled him very politely when I got the coin and said that it had too much going on and that I would have to take him up on his return policy.
I got the following response:
"It states for this specific item under sellers payment instructions, no return.
I know it states in the description 7 day return, this is my generic listing. For specific items I put in sellers instructions whether I have a return. Sorry for the misunderstanding, but I will take no return for this item.
Tony"
What should I do?

That's the biggest problem with paypal, no seller protection unless you pay for it like credit cards offer.
I did this in the case of a counterfeit coin and got my money back from a seller...
If, so, file dispute with pay pal as item not as described and wait for their investigation, usually 10 days. They will email the seller and let him know you are unhappy and request a refund. If the seller says no, wait and see what pay pal has to say. If not satisified then, return the coin registered, signature, return receipt and then file a dispute with your credit card. The key is you have to return the item in order for the credit card to help you. The credit card company will give you a conditional credit and review the dispute and have their final answer in usually 60 days.
I know this is a "grey" answer, but I have been there done that , and everything went my way.
If you didnt use a credit card, then do the pay pal dispute thing and good luck.

To be honest, if I am buying a fairly generic item off of ebay that costs several hundred dollars, I would either want a much better picture, or know the seller. There is a fairly active sight unseen market on "widgets" that are then dumped on ebay for a quick score. For example, your coin has a Bluesheet value in NGC 63 of about $600.00.
I don't know what recourse you have, but I would take it as an expensive lesson.

I mean, the seller couldn't have edited out the conflicting policy for this auction? And where is the good will and reputation and customer service, building a long-term trust?

bought many coins off my aunt after her husband died, and BEFORE i could intervene and help her sort through things.... He took everything slabbed and graded and broke up a complete Morgan silver dollar set to get one slabbed coin... Recently he tried to offer face value on a load of Liberty and Buffalo nickels....I hope you nail him to the cross. cheers!

If you have to eat it, consider sending it to NCS for "conservation" which can work wonders on old gold that has picked up dirt/grease/grunge. With great trepidation, I sent them a Pop 1 1904 $20 in NGC MS66 PL that had traces of black junk in some of the letters and it came back without the hoped-for star but natural, clean, and dazzling. He still wasted your money. I just sent 43 coins including 15 slabbed ones valued at $6K to PCGS via registered mail and that was only $25.

Follow the paypal procedure. Which may lead to you mailing back the coin, registered & insured and providing paypal with the tracking number so they can verify it arrived.

Seller made a mistake with conflicting info.....while it is always good to notice that, and ask about it, it still conflicts....as such, he should honor the return.
Sounds like he is not a seller to want to deal with. Paypal dispute so he gets that in his record....if not luck, then Amex dispute.
I wouldn't send it back first though, as even with signature, he may make claims that someone else signed, it wasn't him, no returns, etc.....don't be out the money & the coin......
I've been told I tolerate fools poorly...that may explain things if I have a problem with you. Current ebay items - Nothing at the moment

If you dont use the Pay Pal dispute process they CAN and WILL suspend your account. They have a dispute process and it must be used. I have had to do this 5 times then went to my credit card and everything worked out perfect.
The fact that this seller slipped in that tiny no return sentence at that bottom makes it pretty clear that this is BS:
