It's got to be a mint set, because it contains Philadelphia and Denver coins. How the seller determined that, without opening it, is the question.

It's another one of those "MINT SEALED" sets.

It says 1958 P. C. That's a Proof, but God only knows what's inside.

It would have to be a 58 proof set.
The mint never sealed the envelope
before shipping proof or mint sets.

my point was this.

The envelope appears to be 58 P.C.

to me thats a proof set and it appears to only be large enough to hold a proof set.

The envelope appears to be thick. I do not know the seller but it may be that the envelope was used to hold the mint set and he/she does not know what the PC on the envelope stands for. However, if this is the case then the set is/was and will not be an unopened set being sold since at one time the items had to of been inserted into the wrong envelpoe after leaving the mint.
