The envelope appears to be thick. I do not know the seller but it may be that the envelope was used to hold the mint set and he/she does not know what the PC on the envelope stands for. However, if this is the case then the set is/was and will not be an unopened set being sold since at one time the items had to of been inserted into the wrong envelpoe after leaving the mint.

The envelope appears to be 58 P.C.
to me thats a proof set and it appears to only be large enough to hold a proof set.
