  If it were insured through the USPS, only the price of the goods--not any postage costs--would be insured. That said, for $1.50, you'd be an idiot to take a negative.

  For less that $10.00 just do a full refund. It is not worth the hassell or the neg!!!

  Logically, no -- USAA isn't going to refund all the insurance premiums I paid if my house burns down or my car is stolen.
  
  But this isn't logic, it's eBay, and where a potential neg is on the line, I agree with the others that it isn't worth risking over a buck and a half.
