Designation is based on both sides of the coin...impossible to answer without seeing the other side.

I really wish PCGS would grade a whole set and holder it... this one is really nice... first 64 penny I have seen in ages with no spotting.

Looks like a no on the Kennedy. Reverse fields are too shallow.

No go on the half at PCGS due to the reverse. If you want the cameo designation you might get it at NGC unless they have raised their bar to be equivalent to PCGS.
