How do smooth spots on the high point of a coin affect grade?

For example the black spots on this 80-d obverse is not carbon, but a smooth spot as struck. Would this nix ms67 no matter what?

i was under the impression that a bad strike will affect the grade.
as in, just because it left the mint that way, does not mean that will
be taken into account...
i am sure the experts will chime in soon.

"Never say never " or "no matter what", but it would certainly dramatically reduce the odds.

If the smooth spots are taken to be wear then the coin will likely be graded AU.

Smooth spots suggest a less than full strike which could certainly prevent the coin from attaining the grade the coin might get otherwise.
In other words, they don't help.
