How do you assess the strike on a California Commemorative?

Here's a California that I bought from Heritage. It's in an NGC 67 holder, and has very clean surfaces. For those of you who are familiar with the issue, how do you determine whether it's got a full strike?

    The California Commem is one of my favorites. That is saying a lot since I consider most of the early commem designs ugly.

    Ones with a strong strike will have good definition in the miner's hair. The bear will also have good definition in the ears. Basically, you look for strong definition on the coin's high points.

    The fields are different on a California. They are slightly wavy almost like ripples on water instead of the usual cartwheel luster you find on other coins. I am not sure what caused this but they all seem to be struck this way.
