Question for the Jeff guys

Pulled this Jeff from an old bank roll with both MS and circ Jeffs. This 87D has nice full steps, but the coin is poorly struck, not hammered. I do believe this coin is MS and will slab as FS. My question is the staining, mainly on the reverse. The obverse looks really nicely toned. I do not know if it could be cleaned, or could be dipped. Is it worth the effort? Should it be left alone? IS this circulated and I am just seeing a poorly struck coin? Help from you Jeff guys would be greatly appreciated. Thanks in advance.

Otherwise it's not a bad coin but wouldn't be special because of the oblique strike.
