Legacy PROOF set

PROOF set
<< <i>Your bid is for a coin set that I believe to be the best group issued
by the US mint in many years. While it reminds of the prestige proof
sets of the past, it is better is many ways. The quality of the coins
is simply superb, and all are at or near ms-70's. Also, adding to the
investment potential is the ultra-low mintage of only 50,000.
Additionally, the packaging is unprecedented in beauty and quality
with a solid fold-open presentation case w/COA, and the box stands up
as a display if desired. This is certain to be one of the big dollar
items of the future, but can be had now at quite a reasonable cost.
This set definitely is an opportunity waiting for the astute collector
or investor. It is also the ultimate gift for someone who deserves the
very best. >>

What he's pointing out is that a proof set has PRoof coins. Mint Sets have MS coins.
So, the seller made a flub in saying MS (mint state coins from mint sets or circulation) coins ("at or near MS70") from this legacy PROOF set.
