I think my coin was exposed to radiation.. G4 with rainbow toning!

I am working with a nice gentleman on a deal and going through some of my old collection at the same time. I am finding some interesting coins.. any idea how to get a G4 coin with rainbow toning? I am thinking it is a problem coin.. but what kind of problem is it?
