consistent toning on both reverse and obverse is a good sign to me.
"the other coin" to me, just looked wrong.
this is much more market acceptable and i am sure some do not
care if it was AT. it is nice.

Sorry, guys but I think it's AT. While 38-D's frequently show wonderful toning, the color on this one just doesn't look right.
Futhermore, I'm not even convinced that it's mint state. That has to be wear on the Buffalo's hip.
All in all, I like NGC, but I think they missed this one badly.
