Michael, I think the world of you, but my experience with pre 1915 Proofs has been just the opposite of yours. I have seen many, many more "mistakes" in NGC Ultra Cam holders than in PCGS Deep Cam holders.

the designation is the same,boff are DCAM/UCAM,NGC is more free with both the Cam and Ucam title,hence the dramatic price diff in the same grade coins
I once cracked an NGC Pr68 * Cam Roosie,came back PR67 No Cam from PCGS !
Thats my Icon coin !

The reverse was weak; barely cameo.

ngc has a harder standard to be met for ultra cameo designation pre 1915 proofs compared to pcgs deep cameo designation for pre 1915 proofs
pcgs deep cameo on pre 1915 proofs is hit or miss but you can find many true deep cameo pre 1915 proofs in pcgs dcam holders
for the most part a pre 1915 ngc ultra cameo proof coin designation is a monster stellar ultra cameo
pcgs for deep cameo designation on pre 1915 proofs i have been disappointed on many occasions with pre 1915 proofs in pcgs dcam holders
it was really miss for many pcgs deep cameo coin designations graded for above a year or so after sept 2001
