It has doubling on the reverse as well.

Your coin has machine doubling, no doubt about it. That's what you are seeing on the date and mintmark. To some people it lessens the value of the coin, to others it has no effect...but by no means does it increase the value of the coin.
And yes, I agree it's a small date.
