Almost exactly what I was going to reply. I was thinking 66 if NGC and 65 of PCGS. 67 if PCI didn't jump to mind but it fits right in with the progression.

PCGS is not one point tighter than NGC on this series. In many cases, NGC has been more conservative lately with Franklins than anyone. They've always been more stringent with the FBL designation.

Lets look at the reverse on this coin- lets start with MS70 and go down from there - how many points should be deducted for all those hits on the highly visible parts of the bell? Then deduct for the hits on the rim at 10, 3, 4 and 6. Then deduct for the strong hit on the D in UNITED. Then deduct for the strong hits on M and E of AMERICA. Then deduct for hits on the O and second L of DOLLAR. Then deduct for the hits on the H and A of HALF. Then lets look at the hit above the eagles head. I will stop there. This coin is not a 67 or a 66. Sorry Dave, but I am just viewing my opinion .

I fine it surprising that "ticks" have any thing to do with FBL but I guess they do according to the TPG's..."-)
I would think the strike determines FBL, would make it next to impossible to get a FBL in a lower grade...
Personally I would give the coin MS66FBL, in any case it's PQ...
