You know, I would have probably said dirt too, based on your first post. Your second post, however, is more detailed and I can see what you are talking about on the upper left side of the first one and the nine. I'm sorry that I can't give you a good explanation, only that I can see it.
Some say there is "one" in every crowd. Here, there might be two (smart alecs, I mean)
I'd say it is caused by a weak. damaged or chipped die , allowing the metal to protrude or "bulge" (my suspicion). It is probably nothing to get too excited about. The "dirt" was a good answer
Also looks like some slight machine doubling at the top of the 9.

Your pic is a little blurry, but here goes.Looks like die chips.A lot dates have "blobs" near the numerals.Sometimes the center of the nine is filled , commonly called blob 9 dates. They are minor varieties. But hey, I collect what I like.Major or Minor.

I agree with the post mint hit. I've got lots of coins from the 40's and 50's and many of them have bumps like that. Most are clearly a post mint hit. Now here is one where the 1 has had a few drinks on a Friday knight is just falling down drunk I think.
carl---Looks like damage from a counting / rolling machine.
