No. The designation is meaningless without knowing exactly what was done to the coin.

Should PCGS mark all coins that have dipped?

    The answer is no.

    No.

However, they should adopt a policy in which they refuse to "conserve" problem free original coins. The service should be primarily used to make an uncollectible coin (i.e. fire damaged, milk spotted, sea salvaged) collectible.

No, I actually find this idea to be laughable. If they did mark them as such, there would be a lot more crack-outs and resubmittals.

If they did, people would stop having NGC grade them after conservation. Then they would either submit the coin later for grading or send it to one of the other TPG's. End result, the TPG's make more money.

No. If the conservation is harsh, the coin whould not make it into an NGC holder. NCS has holders for problem coins.

Yeah, smoebody has a definition for "problem" coins?

Why should NGC be singled out? They're not the only ones out there conserving coins. Just think of how many slabs would be marked if they said "Russ conserved this coin" or "Marty conserved this coin"
