If you aren't that concerned about "+ or -", and just want the coins in PCGS plastic, perhaps it is best to crack out.
For the "it's better not to tip your hand" reason, I would say.
But if there is any risk of the coin bodybagging at PCGS, maybe you should submit them in the holders. You mentioned these were toned Morgans. Since there is a risk of artificial toning on these, you might be better off submitting them in the PCI holders and taking your chances. (Worst-case scenario there is you get the coin back in the PCI holder and eat the grading fees when it doesn't cross).
If you crack 'em out, though, you end up with a raw coin in a bodybag if it's artificially toned or whatever.
PCI gold versus raw. Not that big a difference. I would probably crack out (that is what I voted) but it depends on how much the PCI plastic is worth to you.
BTW- that Aethelred II penny in your icon picture? I have held it in my hand. It's in an ICG AU55 holder now.

That was my first thought as they are toned and this will be my first submission...
I'm 95% there NT and purchased from a very reputable dealer who specializes in toned coins...
I like the idea of slabs, not so much the "status" but for labeling & protection as there handled a lot...
That said I do prefer the status, look and resale potential of the PCGS Slabs, plus they fit my collection better..."-)
I never did understand how people trust PCGS to grade raw coins, but if the coin is in a slab PCGS will suddenly be seized with a fit of bias and DNC it. However, that's apparently the way the game is played, so I defer to those with more experience in such things than I myself have.
I heard they were making a French version of Medal of Honor. I wonder how many hotkeys it'll have for "surrender."
TTT, and I am thinking maybe AT as well? The color shifts, and the lack of color change or toning change close to the devices and such due to the differences in the metal from striking seem odd for such deep color, the colors too splotchy. But, I am no Morgan Tone Expert - so I TTT this I'd like to know myself!

There are many past threads on this subject. I've heard too many stories about people trying to cross a coin and when it didn't work they would crack it out and then it would cross and sometimes upgrade.

First, what type of PCI slab are they holdered in? Old green slabs? Newer gold slabs? Makes a difference.
Unless you are planning on selling, I wouldn't bother with the expense of having the coins regraded.
They will sell better in a pcgs or ngc holder, IF they are in pci gold label holders, so that would be the time I would consider changing holders. I wouldn't waste my money, until then. Even then, you may even be able to sell the coins raw and reach good levels with the coins, if they are pretty enough. If the majority of the coins grade ms/62-ms/64 and have similar color to what's imaged, I probably wouldn't bother cracking them out either way. They'll sell on their own merits, or should.
All that said, the coins you imaged look ok from the pic's. The second coin looks a bit splotchy, but probably still ok. Again, from the pic's.
I have about 15 Toned Morgan's graded by the lower tier TPG's that I'm considering crossing, all are as good or better then posted...
The two posted are PCI "Gold" @ MS64, what's the difference between the "Old Green" & "Gold"...?
It's been said " buy the coin in the holder you want from the jump" with Toners that's no so easy as each is so unique and another the same will not be available later, maybe better, maybe worse but no the same...
The more I think about it ( with all the great help from the board "-) the more I'm thinking, just leave them and be happy...
It's not a great deal of money, just the legitimacy and uniformity to the rest of my collection that PCGS will bring...
