2002-D Roosevelt dimes....what's so hard about them?

I need one for my son's set.
The 2002-P dimes seem plentiful/cheap in MS68 FB, but the 2002-D dimes seem available in MS66 and not really higher, nor with FB.

So, what are the pops on these again and why are they so difficult? I may need to go to the SDB and get out the set I have to see if it is good enough to have someone submit for me???

Seriously, anyone in the know on these (ie....Roosevelt collectors, etc.....not the stupid modern bashers) know what it is that is so hard?
They are just done in a crap way from Denver?

I really can't help but will add that it's not unusual for almost the entire
production for a year to be quite poor. Sometimes everyone is forced
to turn to the mint sets and these can have a very low incidence of gems.

There are just so few that I see even in registry sets, but it isn't like they don't exist.
Also, I just don't see them up on ebay, so, I really wonder (about the FB ones....I see MS66 all the time)

Denver gems appear to be considerably more scarce.

I went through about 50 mint sets to make this 2002-d 68FB. I actually had a harder time finding a decent 2002-p and had to buy one.
