Need help on paypal

I won a ebay item few weeks ago, the total money I sent to the seller is about $36 via paypal.
Then the seller does not ship the item to me, so I filed a claim on paypal and I won the claim.
Then the seller send me $10.
I paid him/her $36, and only got $10.
Is this normal? Or I can get full amount returned? Or I should contact paypal?
Please help me. I am a ebay and paypal newbie.

When you "won" the claim didn't PayPal refund your money?

Sounds like you got hit with the $25 claim deductable fee. You should have received $11 tho ?

Care to name the seller? Sounds like one I'd want to avoid...

If you paid with a credit card, call the card company and dispute the full amount. They will make the adjustment and you should be ok, but it could take up to 60 days.

Hello,

Whenever I had an item returned to me and the purchase was by Pay Pal the seller must return the amount you paid, possibly less shipping. If you paid $36 and shipping you should get $36 back. All the seller has to do is to use Pay Pals Refund money option. It is fairly simple.

Actually,I think what happened is since you won the claim, PayPal sent you the difference of the total amount minus the deductable for the claim process.

If i'm not mistaken it costs $25 (deductable) to file a claim. Hence you should get the difference, which in your case would be $11.

What kind of claim did you file with PayPal ?

There is no deductible if you file a PayPal claim. If the seller can't prove delivery, you get a full refund.

Maybe i'm thinking of Square Trade then ?

One of them has a $25 fee for something.

You're thinking of the eBay fraud protection plan, which has a limit of $200 with a $25 deductible.

Probably he only had $10 in his paypal account and paypal refunded that. (I have to admit I'm in that situation at the moment. I had a buyer file a dispute with paypal. I settled the problem with the buyer and he withdrew his complaint but paypal went ahead and granted his claim anyway and granted him a full refund. But I didn't have the full amount in my account so they just sent him that. They didn't try and get the rest from the checking account that backs my account. And they have locked me out of my account. Emails to their "Contact US" address bounce.)
