Could intentional modern rarities be created without "us" knowing about it ahead of time?

In this hypothetical...
It's called the United States Mint American Bison Collector Set™, and it contains the proof nickels, a bronze medal of Fraser's original design, and a reprint of the 1901 Bison $10 note.
On the outside, it looks like all of the other recent collector sets. The nickels, however, are different. Say matte finish or something cool like a CC mintmark. The mint's "official" policy is that the rarity of the coins is to remain secret, possibly in hopes of churning up interest in subsequent collector sets (ala the 1994 & 1997 matte nickels). The run is limited to 50,000 pieces, maximum order is 5.
Given the depth and scope of the online community, is there any way that the mint would be able to release these unique coins without it being leaked out? If it were leaked, would the leak be contained by a few major dealers who manage to score most of the sets?

Morgannut2, what I mean is that it is done legally, but not advertised or hyped ahead of time. Were the 1998 Matte Proof JFK sets advertised as being "matte proof", or were they just another dollar & half set made by the mint?
