anyone ever see one of these?

My dealer gave me this. It's a case with a 1962 Panama 1C-50C in it. I don't think they are proofs. He has had these forever and said issue price was around $100!image Anyone else have any info???

It is not exactly cheating, I prefer to consider it creative problem solving!!!
