1873 Is this Closed or Open 3???

Is this a closed or open 3 on this 1873 Quarter. I keep scratching my head. I'll explain why after I get some opinions.

Well, that's what I think also... then why is it in an ANACS closed 3 slab?

ANACS makes mistakes the same as any other slabbing service.
The closed 3 business strike is rare, and worth much more than the open 3.
If you bought this as a closed 3, and paid for a closed 3, you may want to take this up with them.

I have "no drapery" quarter in a "with drapery" holder. They do mess up.

I have no Seated Quarters in my collection and I, too, am convinced it's an open 3.image

Edited to add: Here's an image of a Closed 3:

Cool coin. Whoever owns that one must be an exceptionally astute collector image

Many dealers routinely mess up open and closed 3's, large and small dates, large and small O's, and large and huge O's to name but a few. It pays to know more than them. The closed 3's can be mistaken for 8's at first glance.

Close 3 in the NA quarters, open 3 in the NA half are the keys. The open and closed 3's in the dimes are both available enough.

Here's another major misattribution by a slabbing company.
A common 1842-O Large Date Seated Quarter, slabbed as the rare 1842-O Small Date.
I PMed another forum member and he is going to make NGC aware of it so they can do what's necessary to make this right.
I didn't find this by the way, a very knowledgeable fellow Seated Specialist brought this to my attention.

I can "almost" forgive NGC for this mistake because on more than one occasion I have been at small shows and thought I was looking at the small date variety too. In each case it was the larger date. Not having a small date readily available in my pocket to compare the task is not foolproof. Redbooks carry a photo of each variety but those are never around when you want them. Part of the problem is that there are so few of the small dates available (maybe 75-125) that very few get to see more than one every few years, if you're lucky.

This variety of the Large Date is the the one that looks most like the small date. The mintmark is in nearly the same position.
The quickest way to tell these large date/ small dates apart is to look at the flag of the 1.
On the Large date, it is long with a ("dip") concave top.
The small date has a short flag, with a flat top.

Thanks Ray. Maybe this will help me from making the same mistake in the future. But owning one would be the best solution! As of yet I've never had the pleasure!
