So I emailed Cobb about the Savanah Scammer

requested that I respond to your email on his behalf.

There are circumstances when members who are suspended for whatever
reason can be reinstated from the site if certain requirements are met.
For security and legal reasons I cannot provide you with the specifics
in this situation. However, in general if a seller provides sufficient
documentation that they are working to resolve their issues and will
refrain from such practices in the future they may be considered for
reinstatement.

Many members find that they need two accounts if they sell two different types of items, or they sell so many items that they need two accounts
to keep things organized. However, both accounts will need a different
User ID and email address. Furthermore, the two accounts can *never* be
involved in the same auction, nor can they be involved with each other's member profiles.

I have investigated your report regarding <pjd1966> and <pamiam003>.
Please be assured, if a violation of eBay policy has occurred, we will
take the appropriate action in accordance with our site policies. Such
action may include issuing a warning, temporary suspension, indefinite
suspension or terminating the membership.

Due to eBay's Privacy policy we are unable to provide information
regarding the details of another user's account. We are equally
concerned about violations on the site, and will thoroughly investigate
each report we receive. However, the details of our actions cannot be
disclosed with third party members. Please remember that this is for the protection of all eBay users.

I appreciate your patience and understanding regarding this matter Bill, and apologize for the inconvenience it caused you.

    E-Bay is very strict with information to the point of frustration. On Tuesday evening my account was NARU'd. I simply recieved an alert message when I attempted to sign on to my account. The message in the Alert was basically a canned message with my ID and e-mail address filled in at the header, and told me that Section 9 of their policy had been enforced and that my account had been suspended. It gave no reason what so ever for why this had happened. I was dumbfounded as all of my information was up to date and accurate, I had not been in any disputes with any members in years, I have 100% feedback, and my bill was paid in full. So I made several inquirys to both Customer Support and Safe Harbor as to what was happening. One response said something about them suspecting my ID to be associated with another ID, which they listed. What the relationship was alleged to be and what this other person had done was not mentioned. I had never seen this person before and in fact they had a 0 feedback and the New User Icon so it was impossible for me to have had dealings with them as I've not had activity in my account since February, and the New User Icon is for 30 days. The second response was an apology and statement that they had re-investigated the issue, and they still did not mention what the "issue" was, and that they had determined that I had no involvement, and that it was decided that my account would be reactivated. My account was in fact re-activated. I have no idea what happened, and it was my account that was suspended. You would think they would spell out their suspicions and ask me to answer to their concerns, but that never happened. All I know is that a certain user was evidently trouble and somehow they got the idea that I had a connection which I did not. Very unsettling indeed. Another part of the frustration was that it is impossible to contact Safe Harbor. It must be done via E-Mail only. Customer Support has a live help option which I used, but they told me that Safe Harbor had suspended the account and that even they could not see what had or was happening. So Safe Harbor is like the CIA of E-Bay. Scary!

    Thanks for posting this cosmic.
    When I emailed Bill Cobb previously, I never received a response. They did NARU pjd1966 at that time, though.
