Hmmmm tough call. I would go with bag toned. I have a few that the reverse is still white. Just doesnt seem to have the characterstics of end roll toned. End roll toners normally have straight sharp lines, and different shapes. Bags normally either have a crescent or random pattern.
Probably an endroller that was moved several times - wasn't allowed to sit so the folds could get imprinted properly. It might've also been at the end of a shutgun roll
The linearity if the color hues from the edge to the coin's center at several points suggests to me it was roll toned, although it's moved around and be rubbed a bit.
