Guess the grade AND guess the Price. 1925-S Peace Dollar

Ok, let's hear some guesses AND some justifications. What do you think the grade of this coin is, what do you think the holder says?(pcgs) and most important, what would you pay for it.

There are not too many 65s floating around, because "California " as he is known on the Registry has at least ten high quality Peace Dollar Registry Sets going. Trying to locate a PQ 25-S, 28-S in 65 or a 34-S in 66 is almost impossible these days, and the prices are actually very low at this moment. Peace Dollars are at the "COOL" level as HRH would say.
Ten years ago a 25-S in PCGS 65 or a 34-S in PCGS 66 sold on average for $12,500. There has not been that much appreciation and I feel a large "correction" could happen anytime now.

If it did then here is a PCGS 65 currently for sale at $19,500. It has a good strike, but for eye appeal, I give it a 3, and would personally not want this paticular example.
Here is yet another PCGS 65 for sale at $24,500. Very good strike and lustre, but I, personally, do not like this coin. My point is that all the PQ 25-s in PCGS slabs are put away for the time being and these are the only examples available.
Anybody contemplating a PCGS Registry set of Peace Dollars in a set grade over 65.5 has their work cut out for them.

these go for at $500, probably closer to $1000. Given what I
see I'd drop $500 on it if it came from a good seller.

I will go 64 on the 25-s in the original post.
Cant really see it lower than 63 unless the pictures hide something. Could indeed be a 65 and have a $20K price tag.
(this is a date/mm that really REALLY needs a 64.5 grade from pcgs, with a $3-6k price tag for such a coin)
edit: oh, from the image I'd risk $150, maybe $200. Would need to know what the holder says to pay more, and see it in hand, even then
