1964 *SEALED* Proof sets

What is with these all over on ebay. Are they really sealed or are these envelopes made and searched sets being put in to look like they are sealed?

Mark, we had this discussion a year or so ago.....at that time, I asked the same question you did... Mark (Mgoodm3...a different "Mark" than you obviously) has access to an xray machine through his work. He mentioned the answer was "no".
His icon coin is actually an xray pic of a coin he did in the course of answering that question
