I used "Submit Best Offer" on Ebay for the first time...

  I have seen it...but I have never attempted to submit a low offer on an item as typically I see it on lower valued coins that aren't worth a bid

  I have used it in my auctions and received offers of 30-50% of bid for PQ NGC and PCGS graded coins.
  
  
  I also think it encourages sellers to list at unrealistically high prices hoping for a sucker.

  I offered $30 for a coin that was worth $40, IMHO.
  
  The seller sent and email........some BS about wasting his time and he blocked me from his auctions....oh well!!! As

  I tried it with some chucklehead who had a POS in a junk slab listed for $1,500.
  
  I offered him $2.

  I've submitted offers on ebay store items before through email, one was accepted the other was refused. The one that was accepted was 20% below the ask price for my '21 Peace and the one that was refused was ony 8% below the ask price for a 'V' nickel... go figure.
  
  BTW, the V nickel is still sitting in the guys store...
