I just do not understand how a site as large as this could be having such problems unless they had been hacked or lost a drive that contained a database and did not have a good disaster recovery (DR) plan in place!

I do software consulting work for a living and have developed many applications similar to the US Mint's website, no government work though, mostly corporate applications. None with the visibility of this application. That being said I cannot imagine how fast I would be fired if something I was working on had been unavailable for as long as the US mint's site has been.
When making major changes to an app we always have a contingency plan so if the new changes don't work or have issues we can roll back to the old system. I realize backups can fail but you can always roll back to a certain point.
Maybe it is not so critical for them because if is just as easy for people to pick up the phone to place an order. Would be interesting to see what percentage of their orders come from web, phone and regular mail.

Another issue is monopoly. Can't just go down to walmart and buy your 2005 PROOF sets or Buff nickels. Gotta get that stuff from one place and if it's down, gotta try again later.
