Where Do You Find the Best State Quarters?

Where do you find the best Business Strike MS State Quarters? In the mint rolls and bags from the mint or the rolls from the bank?
This question is geared toward those that send their State Quarters for grading to PCGS. I guess it's still a crap shoot.
Went thru P and D 100 coin bags and one roll of P and D and only found two that have a shot at MS 68 in D. The P's from the mint were really bad. Bought 2 bank rolls of P at flea market for $12 each. The P's in the bank rolls were very much better than the P's from the mint. Found 2 that might have a shot at MS 68. So there goes my theory that mint rolls from mint are better than the bank rolls. I have a complete set PCGS MS State Quarter Set that I still need to put in the registry.
