Another Morgan VAM question

This is a 1900-O, you can easily see the die break at the top, but it starts at the star before "United" and goes most of the way around the rim until it passes the right wing (actually it's the eagle's left wing, but right on the pic). A second one picks up and goes almost all the way through "America." Is this a particular VAM?

    Maybe a 21. (Near date, High O) The VAM book says that some of these have a die break in that area.
