Is this an original 1954 proof set?

The coins are in individual plastic bags held together with a single staple. Is this how they were packaged by the mint?

The staple looks new. Most of the staples are rusted.
I'm no expert, but that does not look original.

Either way - the cello bags sometimes caused glue spots and hairlines. But the poly bags can cause haze.
