Statistically the odds are so overwhelming that it simply can't happen. In real life though, mint workers do some astounding things. I've seen lots of mint sets that defy the odds. There is a '68 mint set with all superb gems. A couple of the coins may be as good as they get. The odds of a set like this coming together through chance are far greater than the number produced. I've seen a few great proof sets but nothing close to all '70's, but then I don't look at a lot of proof sets.
