Would milk spots on a SAE drop the grade? Lets say I have an eagle with a couple of tiny spots on it, would that drop the grade downward, or it doesn't matter.
If they aren't too many, too obtrusive, etc, then they won't drop the grade (aside from MS70). They are not appealing though, so if sight seen, most won't pay full price. Technically, however, PCGS/NGC won't regrade lower due to them.
I am really ! We were looking over our Silver Eagle collection tonight and discovered that 8 of our 20 PCGS MS69 ASE's have now developed mlk spots. Some small, some large. And they have all turned in their slabs. Can this be prevented? What's our recourse other than buying replacements?

A minor spot won't drop it from MS69. I would love to be wrong but I believe that HRH mentioned this a year or two ago in the Q&A. So, telling someone to send them in for a grade guarantee is $25 each coin, right? Refunded IF PCGS agrees and downgrades the coin. You lose that $25 PLUS shipping each way anyway if they don't agree.
So, I would be damn certain that it would downgrade before sending them in.

I've been told I tolerate fools poorly...that may explain things if I have a problem with you. Current ebay items - Nothing at the moment

Send the coins to PCGS--they'll take care of you.
Sure you will on the non-milk spotted exaamples that are better than a 69
