  Is the s over horizontal s, a rather newly "recognized" variety? Is it very popular with Lincoln collectors? Is it scarce?

  It's popular enough to be in the Lincolns with varieties registry. I think it's 1/4 to 1/3 as scarce as a regular 09-s. I paid $550 for an ms64 which is about $100 premium. An ms65 would generally be $1500-$2000 while a regular is about a $1000.

  I doubt the "S over horizontal S" is that newly-recognized a variety. The first slab I can recall owning was just such a coin. It was in an old ANACS or PCGS holder, and I had it in 1992 or '93.
  
  (Edit to add: mine was a mere F12, as I recall. Think I paid forty or fifty bucks for it at the time. And I can't remember being able to see the horizontal "S" under a loupe.)
