If I sell you 500 bullion Silver Eagles are you required by law to send me some type of form 1099 to document the purchase?

Just to add that there are reporting requirements for certain types of bullion transactions that kick in at certain $ / quantity thresholds.

To clarify:
If the bullion item is traded on the CFTE and the quantity transacted is enough to satisfy a CFTC contract, then the reporting requiremnet kicks in.
