PCI bought out Hallmark, and switched to the Hallmark slabs. Up to the time they bought Hallmark, their slabs were large and included a picture of the coin, hence their name Photo Certified Institute.
Red label PCI slabs denote a problem with a coin, such as cleaning, etc.
That 84-CC looks like a good coin, and as far as I can tell accurately graded.
Hallmark was the predecessor slab to PCI's... so far as I know, they are usually graded quite well, like the original PCI green holders.
As far as Red PCI holders, that simply means the coin is damaged--just like the ANACS net holders, although there is no NET grade provided... just the details grade.
