is this a example of a bank bag causing a toning effect on a coin?
or is it a palm print?

Not bag toning. It looks like it was in an old board or folder that only shows 1 side. Looks to have been subjected to many fingers and other contaminates on the side that was exposed.

I see that toning on NTC slabs all the time....quite fugly. And MS-68? The reverse is killer, but now way that flat strike on the front makes MS-68...maybe 64-65 on a good day.

MS68? Yeah, minus four points. That's not bag toning. The best advice I can give you is to not purchase NTC slabs sight unseen, as on eBay.

Definitely not textile toning - palm/finger prints most likely, and as for the toning - it looks more like album toning than bag toning.

Now I know what bag toning would typically look like.
I have no idea how they came up with a MS68 grade on that.

The rev is great looking...the front, as others have said, is not.
That is a thumbprint creating the toning "patterns". (well, actually, thumbprintS).

Don't buy NTC...if you do, do it sightseen, strong return policy, and lower grades.
