  I checked on the Library of Congress' website, but even they don't have a copy.
  
  A search on google yielded little.
  
  So maybe it has disappeared?

  Are you sure you have the date right? I've had his proposal to Congress regarding Weights, Measures and Coinage on my site for quite some time, but it was presented to Congress in 1790.

  The earliest reference I have to Jefferson's Notes comes from a "Report from the Board of Treasury" dated April 8, 1786. Although the Report does not date Jefferson's work, subsequent works fix the date at 1784 (and it is obvious the Notes had to have been published before 1786).
  
  I haven't found the entire text, but thanks to K6AZ I found many excerpts from Jefferson's 1784 Notes here in the Jefferson Cyclopedia. Muchas gracias!

  The only place I have found the full text is in:
  
  The Papers of Thomas Jefferson, Volume 7 (March 1784 to February 1785). Julian Boyd, editor. Princton University Press, 1953.
  
  Pp. 150 to 203 cover coinage related matters. The whole book goes for about $70 or so, but photocopying those pages might be all you need.
