Sorry, but another EBay bidder warning

I know these aren't interesting threads to read here, but I thought I'd save some of you EBay headaches in advance. A bidder with the nic "2500Hellos" bid on 3 of my auctions 2 weeks ago (7.5K total) and never replied to all my attempts to contact him. I'm not the only one, yet I've noticed he's still active. His favorite seems to be 1932 S & D quarters, so if you have any for sale block him in advance (he bids in the last 30 seconds).
I contacted EBay after the required 7 day waiting period -- how long does it take EBay to NARU guys like this?

Usually within a couple days of the required three different sellers filing NPB reports.

Their feedback drops to -4
Three different sellers file and follow through with the NPB procress. After the wait period, when you file for the final value fee credit, they get a warning. Three warnings and they're gone.
That's really a shame, you are not the only seller they have screwed.
Nah, bring 'em on. So many people end up selling items on ebay- these alerts are very appreciated...

What a dirt ball - looking forward to seeing this person NARU'd.
