Looks like some type of foreign matter residue -- like perhaps glue from tape or some liquid that was not properly removed??

probably a corrosive cleaning agent that ate into the heavy rub areas of the coin; or possibly pvc, where the high points of the coin were in contact with a decomposing pvc filp and was later dipped.

I'll go with several of the above opinions, and say that this is residue from some sort of adhesive.
The rest of the coin looks VF+ details/cleaned/retoned/net F+.

Ugly, artificial toning, cleaned, goo or glue, or scotch tape residue.
