  That would be at the platinum level. The upgrades allow you to pay for one tier and receive the next tier up. For example, pay $16 for economy and get regular (normally $30), or $30 for regular and get express (normally $50). Each four coin certificate must be used all at once and be the only coins in the submission. From a dollar savings standpoint, yes, it's worth it.
