Need help: 1999 Lincoln 1c with ? green spots

I would appreciate any help.

Today a coin I purchased off ebay came in the mail. It is a 1999-D 1c PCGS MS68RD for my type set.

On inspection of the coin, I noticed on the edge of the obverse (contacting the rim) a small raised area. It is about 1/2 mm, bright green, and definately raised above the surface of the coin. On closer inspection, there is also a very small speck of similar stuff at the edge at 7 o'clock. Also, right at 6 o'clock on the obverse are a few more tiny flecks.

Here are a couple of attempted pictures, and I think you can make out the crud I am trying to describe. Actually, it looks alot like green felt.

So any ideas what this is? verdegris? some other contamination? grader sneezed?

I have yet to contact the seller, but hopefully he will be understanding because no matter what it is, I don't think it is a good thing.

    Looks like what grows on some of the proof set lincolns from the early 90s. This coin will definitely not get a 68 at this time.

    Arrhh! Your picture of that lincoln made me cringe. Did that come from the Titanic or something?

    In your pic it looks like the green crud is growing out of the holder around the coin. If my coin were in a mint set, wouldn't the stuff be there at the time of slabbing?

    Thanks for the info. The coin goes back tomorrow...

    Maybe one day it can be reholdered MS68RG (red-green).

    So, WHAT is it?
