That's a better date, and "bad" really depends on what you were looking for when you submitted it. ANACS can be tough on net grading material sometimes, so depending on how harsh the cleaning is...... Without a pic, it sounds like a well detailed coin that probably is hairlined from a cleaning. Perfectly acceptable to some, and unacceptable to others. Give us the scoop!
Well.... I personally would not want to collect it... if you don't care about reselling it.... or if it isn't an original undoctored coin.... OR if it's in a ANACS slab.... OR....

it was an uncirculated coin that someone cleaned - scratches are seen somewhere
NGC and PCGS and ICG would have bodybagged them for 'cleaning'
ANACS net grades them - usually sell for a little under AU50 price - but are 'cleaned' which means when you sell - ditto
edited to ask - you have it now, or thinking of buying?
