Assuming it has a full complement of luster, the reed marking in that location wouldn't keep it out of a 65 holder. If they were on the portrait, then they would keep it down at MS64. As it is, the major focal points - portrait on the obverse, shield on the reverse - are very clean; clean enough to get it gem status.

I can't tell how much noise there is in front of the ear, but I see a tick in the sideburn. There is the reeding mark at 2:00, and the spot at 8:00 on the obverse, and what looks like a milk spot at 8:00 on the reverse. The strike looks a little soft around the tail and the banner. There appear to be tiny abrasions by the designer's initials. There is a hairline from the eye to the center of the jaw, and a small hairline below the tick at 2:00 on the obverse.
Having said all that, if lifting the haze reveals a nice clean surface without visible hairlines, and the milkspots disappear (haven't etched the surface), I'd say it's an easy 5. Otherwise, a solid 4. Post a pic when it's done and let us know.
