Thats the only way to get rotated on the slab is to submit them as a error.

You have to submit through the "Mint Error" program.

rotated more than 15% IS an error.
The exceptable tolerance at the mint is 7% off on each side I think is what I,ve read before.

Yes, PCGS does designate them as such. They have always done that since they introduced the error tier.
