eBay Feedback: What Does It Mean To You?

I've always thought of eBay feedback as I do a grading scale. For example, a Positive Feedback is akin to an "A" (with a glowing narrative attached) or a "B" (with a positive attribute of the auction attached) or even a "C" (with little in the way of a comment). If the auction meets my minimum expectations I'll leave a positive. If the auction is NOT a scam but also (many) promises of the auction or subsequent emails are broken and much follow up on my part is needed to complete the transaction, then I'll either leave no feedback or a Neutral. Even then, I weigh this carefully as in the eBay community, a Neutral is preceived as close to a negative experience.
Now an auction that is misrepresented and NOT corrected warrants a Negative Feedback. It is these feedbacks that speak in a loud voice to others to approach with caution. If the Negative Feedback is used often for much less offenses I'm afraid it'll delute the overall impact and have litte effect on the Seller/Buyer.
A Negative is like an "F" (or a severe "D-") on a report card.
What are your thoughts?

If a buyer or Seller does not do his part in the transaction he gets a Negative which is a F all the way. So far in 2+ years only 3 F's have been given out and none received. All F's were given for non-payment.

I've only left one negative, for an item that was totally misrepresented. After several e-mails and phone calls to try to clear up the situation (basically begging him to fix the situation so that I would not have to neg), and him basically telling me to F*$# Off - I neg'd him. He then neg'd me, which I in turn had removed via square trade.
Neutral is a different story. I personally have never left a neutral, but I've seen them done when you know it should have been a neg, and I've seen them say "great seller". I agree that this seems to be unclear, but if I was ok with the final resolution of a transaction I would probably leave a positive even if there was some work involved.
